Separatist leaders in Eastern Ukraine say civilians will be moved to Russia.
That is after an increase in fighting between government forces, and Russian-backed rebels.
The US now says up to 190,000 Russian soldiers remain near the Ukrainian border and calls for immediate de-escalation are continuing.
Speaking in Munich, UN Secretary General Antonio Guterres says tensions seem higher now, than during the Cold War.
And on Friday sirens sounded in the east of the country urging people to find cover.
