Philippines Typhoon Rai: UN appeals for financial help to re-build

The United Nations is appealing for support to speed up recovery efforts in the Philippines after the devastation caused by Typhoon Rai last month.
The storm killed more than 400 people and now there are warnings about disease and starvation.
