California storms: Major disaster declared after weeks of rain

New evacuation orders have been issued for parts of California as the state braces for another burst of heavy snowfall and rain.
At least 19 people have died, and about 25 million people have been affected by three weeks of severe weather systems on the west coast of the United States.
